North Wales Police chief constable to retire for day to protect pension

Amanda Blakeman, the Chief Constable of North Wales Police, who earns a salary of approximately £170,000 per year, has applied to retire for one day before being reappointed to her position. This request, if sanctioned, would see her officially step down on January 15th and return to her role on January 17th. The purpose behind this brief retirement is to safeguard her pension benefits.

Under the national Retire and Rehire Scheme, this approach is allowed and is designed to prevent a reduction in her pension pot. The pension matures after 30 years of service but decreases for every additional year worked beyond that. By inserting a break in service, her pension amount will remain frozen at the maximum level. Data provided by the Office of the Police and Crime Commissioner North Wales reveals that she received £169,598 in earnings for the financial year 2023-2024.

During the one-day hiatus, Deputy Chief Constable Nigel Harrison is expected to take on the responsibilities of Chief Constable. The North Wales Police administration has assured the public that this transition will not cause any disturbance to routine operations. This is not without precedent; for instance, Craig Guildford, the Chief Constable of West Midlands Police, undertook a similar month-long retirement last year to protect his own pension.

Police and Crime Commissioner Andy Dunbobbin has agreed to put forward Ms. Blakeman’s proposal, pending approval from the Police and Crime Panel. Commissioner Dunbobbin explained, “I have agreed to put forward Chief Constable Blakeman’s request to enter into the national Retire and Rehire Scheme.” He emphasized that the scheme follows guidelines from the National Police Chiefs’ Council, the Association of Police and Crime Commissioners, and the College of Policing. “It is important to emphasise that this will come at no cost to the taxpayer and there will be no break in leadership at the head of North Wales Police,” he added.
