Early phase of Liverpool North New Town regeneration set for Council’s green light

Liverpool City Council is poised to approve ambitious plans to initiate high-quality, housing-led regeneration in the Vauxhall and West Everton areas, marking the earliest developments of the Liverpool North New Town project. This initiative focuses on the Vescock Street/Limekiln Lane site, which is part of the broader Greatie Market/Scotland Road Regeneration Programme. The initiative aims to deliver a substantial newbuild housing development that will provide much-needed homes along with improvements to the public realm in the surrounding neighbourhood.

If the proposals receive Cabinet approval on 16 December, the Council will partner with Aviva Capital Partners as the lead investor to establish a Build to Rent (BTR) scheme. In tandem, affordable housing units will be developed and managed by Torus. Bringing institutional funding into an area that has traditionally faced challenges attracting private investment is viewed as a vital step to enabling this type of transformative, housing-focused renewal. The collaboration between Aviva and Torus is expected to have a significant positive effect on the community, working alongside the Council’s ongoing investment efforts at Greatie Market.

The plan anticipates the construction of approximately 130 new homes at Vescock Street and Limekiln Lane. This includes around 105 Build to Rent properties, with Aviva managing the associated fund from the outset, alongside 25 Rent to Buy homes delivered by Torus. Additionally, Torus will explore the potential for up to 30 affordable homes through a feasibility study at the nearby Central Tin site adjacent to Greatie Market. The redevelopment will involve demolishing substandard buildings and upgrading landscaping and connectivity in the area. These housing enhancements will be paired with wider improvements such as better walking and cycling infrastructure, upgraded streets, and enhanced public spaces, all intended to create a safer and more attractive community environment.

This regeneration project forms part of the Liverpool North New Town programme, which is dedicated to revitalising local neighbourhoods including Vauxhall, Everton, Anfield, and Kirkdale by delivering new and improved housing. Councillor Nick Small, Cabinet Member for Growth and Economy, emphasised the importance of this phase: “Vescock Street/Limekiln Lane is a pivotal early phase that brings forward new homes and high quality placemaking where the city most needs it. By combining institutional Build to Rent investment with affordable housing from Torus, we are unlocking delivery in an area that has historically struggled to attract private capital – setting a new standard for neighbourhood renewal in the north of the city.” Chris Bowen, Managing Director of Torus Developments, added, “We’re proud to work with the Council to deliver affordable, well managed homes that meet local needs.
