The Public Space Protection Order (PSPO) focusing on responsible dog ownership across the city has been extended for an additional three years. Initially put into effect in 2022, this order has garnered significant support from the community, prompting local authorities to continue its enforcement. Its main goal is to keep public parks, pavements, and communal areas clean, safe, and pleasant for all users.
This PSPO establishes explicit guidelines for dog owners, requiring them to clean up after their pets and maintain control of dogs while in public places. Certain locations, including children’s playgrounds and fully enclosed sports fields, are off-limits to dogs, though assistance dogs are exempt from these restrictions. Those who violate the order may face penalties, including Fixed Penalty Notices (FPNs), with a total of 319 FPNs and 100 warnings having been issued so far.
The decision to renew the PSPO aligns with the Council’s broader strategy to tackle litter and dog fouling, especially after residents expressed concerns and called for more decisive action. Reflecting this commitment, the fine for breaching the order, which includes offenses like dog fouling, was raised to £100 earlier this year to better discourage irresponsible behavior among dog owners. Beyond aesthetics, dog fouling poses health risks, notably the potential transmission of Toxocariasis, a rare infection caused by roundworm parasites. Young children are particularly vulnerable due to their likelihood of coming into contact with contaminated areas.
To enhance the PSPO’s effectiveness, the Council has enlisted external enforcement officers from WISE (Waste Investigation Support and Enforcement). These officers engage directly with dog owners in parks and green spaces, offering guidance on pet safety and issuing FPNs when necessary. Councillor Laura Robertson-Collins, Cabinet Member for Neighbourhoods, emphasized the importance of the order, stating: “We’re incredibly lucky to have so many beautiful parks and greenspaces in Liverpool. By renewing the PSPO, we’re helping to protect these spaces and ensure they remain clean, safe and welcoming for everyone. The majority of dog owners are responsible and take pride in our city’s environment, and this order supports them while encouraging others to follow their positive example. It’s about working together to create a city we can all be proud of.”
