The mishandling of a tragic car crash that resulted in the deaths of three young individuals has led to six police officers facing a misconduct process. The group consisting of Sophie Russon, Eve Smith, Darcy Ross, Rafel Jeanne, and Shane Loughlin went missing after a night out on 4 March 2023. Despite the possibility of a car crash, it took two days for the police to locate the vehicle on the A48 near Cardiff, where three of the group had tragically lost their lives.
Following the disappearance of the five individuals, their families had reported them missing to Gwent Police on the evening of 4 March. Despite repeated appeals from loved ones for assistance in finding the missing group, it wasn’t until 6 March that they were discovered in the St Mellons area of the city. The crash had claimed the lives of Ms Smith, Mr Jeanne, who was driving, and Ms Ross, while Ms Russon and Mr Loughlin were critically injured and hospitalized.
According to court documents obtained by PA news agency, it was revealed that the group had been consuming alcohol and nitrous oxide before the collision, which led to the tragic deaths. The Independent Office for Police Conduct (IOPC) examined the response of Gwent Police to the missing person reports and found that several officers are now facing disciplinary proceedings for their actions, including failing to conduct adequate inquiries and search procedures as per policy.
IOPC Director Derrick Campbell noted that over thirty complaints were received from the families involved regarding the actions and decisions made by both Gwent Police and South Wales Police. The families had questioned the communication and progress of the investigation, leading to the determination by the IOPC that more than half of the service provided by both forces was deemed unacceptable. Gwent Police has committed to cooperating fully with the IOPC’s investigation and will proceed with holding relevant misconduct hearings and meetings to address the issues raised
