The upcoming announcement from the Home Secretary will introduce new requirements that migrants must meet in order to secure permanent residency in the UK. The proposed conditions include demonstrating proficiency in English, maintaining a clean criminal record, and engaging in volunteer work within their communities. This initiative, set to be outlined in the Labour conference speech by Shabana Mahmood, aims to establish a clear distinction between the government and Reform UK, who advocate for the abolition of indefinite leave to remain.
Presently, migrants can apply for indefinite leave to remain after five years of residency in the UK, granting them the privilege to reside, study, and work in the country permanently. Labour intends to extend the qualifying period to 10 years, as part of a broader strategy to reduce immigration levels. Furthermore, Reform UK proposes replacing indefinite leave to remain with periodic visa renewals every five years, a move that Labour argues would displace long-term contributors to the UK.
During an interview with the BBC, Prime Minister Sir Keir Starmer condemned Reform UK’s policy as “racist” and “immoral.” In response, Reform UK leader Nigel Farage criticized Labour for allegedly lacking commitment to border controls. Within this context, the government emphasizes the importance of migrant integration into British society, requiring compliance with criteria such as National Insurance contributions, abstaining from welfare benefits, and involvement in community activities.
The Labour conference’s central theme revolves around confronting Reform UK, the leading party in national opinion polls. Mahmood is expected to underscore the concept of patriotism and the significance of inclusive immigration policies. She warns party members of potential repercussions if the Labour government fails to address public concerns effectively.
