Kidwelly sex abuse cult leader Colin Batley's move to open prison blocked

Despite a recommendation from a parole board, Colin Batley, a convicted sex-cult leader who abused children, will not be transferred to an open prison. Batley, who was sentenced in 2011 for 35 offences related to molestation and rape of children and young people spanning over 30 years, had shown an “improved level of insight into his offending behavior.”

Living in Kidwelly, Carmarthenshire, Batley operated a cult in a cul-de-sac called Clos yr Onnen, where members subjected children and young adults to various forms of abuse. Victims reported that the group used occult practices to manipulate and rationalize their abusive actions. Batley, as the cult leader, was convicted of multiple crimes, including rape, indecent assault, causing prostitution, and inciting sexual acts among others.

Despite previous rejections by the parole board, Batley had participated in accredited programs aimed at addressing his sexual behavior, leading to a parole board hearing in March recommending his transfer to an open prison. However, the Ministry of Justice intervened and blocked the move, emphasizing that public protection was their top priority in light of the heinous crimes committed by Batley.

An open prison, as explained in a government publication, offers minimal security and allows eligible inmates to spend a significant portion of their day outside the facility for work, education, or resettlement purposes. The parole board, while not considering release as safe at the time, deemed a placement in an open prison acceptable given the gravity of the offenses and the significant harm inflicted on victims.
