In a coordinated effort between Cardiff Council and South Wales Police, a crackdown on illegal e-bikes and scooters was carried out throughout August in problem areas such as Canton, Roath, and Cathays. A total of 135 illegal electric vehicles were seized during this month-long operation. Among the seized vehicles, one e-bike was found to reach speeds of 86mph and lacked functioning brakes, while another bike, ridden by a 15-year-old with a passenger, could reach speeds of 70mph.
Dave Sultana, who oversees Cardiff Council’s wardens, highlighted the impact of illegal e-bike riders on public spaces, stating that these individuals disrupt the enjoyment of green spaces for others. Working in conjunction with South Wales Police, Sultana’s team managed to seize about a dozen illegal e-bikes and scooters in under an hour on a busy street in Canton. These vehicles were deemed hazardous due to illegal modifications that enhanced their speed capabilities.
Illegal e-bikes are required to meet specific criteria to be considered legal for use on public roads. According to Department for Transport regulations, e-bikes must have pedals and the motor should not provide power above 15.5mph. Any vehicle exceeding this limit with a motor output of more than 250 watts is classified as a motor vehicle and must adhere to the rules of the Road Traffic Act. The seized illegal e-bikes are dismantled and recycled, with batteries removed to prevent explosions during the scrapping process.
Neighborhood policing teams in Cardiff have received additional resources to address various issues, including anti-social behavior, theft, and shoplifting. South Wales Police conducted a successful month-long operation to remove illegal e-bikes from the streets, leading to seizures of vehicles reaching speeds of up to 90mph. Besides addressing the e-bike problem, police officers also made arrests related to weapons possession and the distribution of Class A drugs during the operation. Authorities have warned that more illegal and modified e-bikes will be seized in the future to ensure public safety
