The Independent Office for Police Conduct (IOPC) has found that a police officer driving a van behind two teenagers who tragically died in an e-bike crash in Cardiff may have a case to answer for gross misconduct. Kyrees Sullivan, 16, and Harvey Evans, 15, lost their lives after the bike they were riding crashed on Snowden Road in the Ely area of the city in May 2023.
Following their investigation, the IOPC concluded that the officer should face a hearing regarding the accuracy of the accounts he provided to colleagues and potential inconsistencies and evidential conflicts. South Wales Police stated that they cooperated fully with the investigation and expressed hope that the outcomes of the hearing would address the many questions surrounding the incident.
The investigators stated that there was no contact between the teenagers and the police vehicle, which was about half a mile away from the bike. However, they also highlighted that the officer may have a misconduct case to answer for his driving and the language he used in reference to the boys at the scene of the crash. The Crown Prosecution Service (CPS) previously announced that there was insufficient evidence for a conviction against the police officer, prompting the boys’ families to challenge this decision under the Victims’ Right to Review.
CCTV footage showed a police van following the teenagers earlier on the evening of the incident, and while it was approximately half a mile away from the e-bike at the time of the crash, the fatal event led to widespread unrest in the area. This unrest resulted in riots breaking out, causing injuries to 31 police officers, property damage, and cars being set on fire.
