In response to these new regulations, postal services such as Royal Mail and Germany’s DHL have decided to suspend deliveries until they are equipped with the necessary systems to address the new rules adequately. Royal Mail announced the withdrawal of its current US export services for businesses, aiming to establish a new system within two days to comply with the impending changes. Despite these adjustments, regular mail services for cards and letters will continue without disruption.
The de minimis exemption in the US, which previously allowed packages valued up to $800 to enter duty-free, has been eliminated. This rule initially applied to Chinese goods, but it now extends to items from other countries. The White House emphasized the necessity of terminating the duty-free exemption to combat illicit shipping practices and duty circumvention, citing a surge in de minimis shipments from 115 million in the 2023/24 financial year to 309 million by June 30 this year. Major sources of these shipments include China, Canada, and Mexico.
Amidst the changes, Deutsche Post and DHL Parcel Germany have suspended parcel delivery for business customers to the US, citing unresolved questions about duty payments. Meanwhile, PostNord, Etsy, and other entities have also announced service suspensions or adjustments to accommodate the new regulations.
