EVOLVE marks three years of building safer, stronger communities

In the summer of 2022, the city of Liverpool was rocked by a series of tragic shootings that claimed the lives of three individuals, leaving their families devastated. The incidents prompted a focused response to combat serious and organized crime in the area. The first victim, 22-year-old Sam Rimmer, was shot and tragically did not survive. This was followed by the shootings of 28-year-old Ashley Dale and nine-year-old Olivia Pratt-Korbel in separate incidents.

The murders of Ashley and Olivia, both innocent victims in their own homes, highlighted the need for immediate action to address the escalating violence. Merseyside Police received funding from the Home Office to launch a targeted operation called EVOLVE, with the goal of reclaiming areas most impacted by criminal activity and fostering resilient communities. This initiative combines enforcement efforts with long-term prevention strategies, involving partnerships with various agencies including Liverpool City Council.

EVOLVE, which was introduced in Liverpool ahead of its nationwide implementation, consists of distinct phases aimed at disrupting criminal operations, stabilizing neighborhoods, and enhancing community resilience to crime. Since its inception following the tragic events of August 2022, significant progress has been made across the designated EVOLVE areas. Over 5,300 arrests have been made, substantial quantities of illegal drugs and firearms have been seized, and vulnerable individuals have been safeguarded.

Councillor Laura Robertson-Collins of Liverpool City Council emphasized the commitment of all partners involved in EVOLVE to address the root causes of violence and ensure the safety of residents. Detective Chief Superintendent Graeme Robson, who leads the initiative, underscored the importance of ongoing efforts to create safer communities and prevent future tragedies. The collaborative approach of law enforcement, community organizations, and residents is seen as pivotal in driving positive change and curbing criminal activity in the region
