Kate Whannel, a distinguished political reporter, highlighted that over 11,000 households in England faced home repossessions by bailiffs due to a no-fault eviction process since the new government took office last year. The Labour government, in its manifesto, had vowed to immediately eliminate Section 21, or no-fault evictions, which allows landlords to expel tenants without a specific reason. A bill to end this practice was introduced last year and is set to become law once Parliament reconvenes after the summer recess.
Shelter, a housing charity, condemned the current situation as “unconscionable” where renters are being forced out of their homes by bailiffs due to an unfair policy that the government had pledged to scrap instantly. The Ministry of Housing, Communities and Local Government assured that they are committed to eliminating Section 21 evictions through the Renters’ Rights Bill which will offer tenants greater security and protection in their homes.
The proposed Renters’ Rights Bill will establish a new system granting new tenants a 12-month “protected period” during which they cannot be evicted if landlords intend to sell the property or move in. Landlords will still be able to remove tenants for reasons such as non-payment of rent or criminal behavior by the tenants. The bill also extends the notice period for eviction to four months after the first year, requiring landlords to provide a specific reason for terminating the tenancy.
Housing Minister Matthew Pennycook had aimed to pass the bill within the first half or around summer of the following year. However, when Parliament adjourned for the summer, the bill had only been approved by the House of Lords with some amendments. The House of Commons is scheduled to debate and vote on the changes in September. Both houses of Parliament must endorse the bill for it to become legislation. Statistics released by the Ministry of Justice show an 8% increase in repossessions by county court bailiffs following no-fault evictions, underscoring the urgent need for the implementation of the Renters’ Rights Bill
