A 25-year-old British backpacker, Alicia Kemp, has admitted to causing the death of a man in Australia by colliding with him while riding an e-scooter with a blood alcohol level that exceeded the legal limit by more than three times. The tragic incident took place in Perth’s city center, where Kemp, alongside a friend, had been drinking before being asked to leave a bar due to their intoxicated state.
After hiring an e-scooter in the evening, Kemp was speeding at 20 to 25km/h (12 to 15mph) when she struck 51-year-old Thanh Phan from behind on a pavement. The impact caused Mr. Phan to hit his head on the pavement, resulting in a fatal brain bleed that led to his death in the hospital two days later. Although Kemp’s passenger suffered injuries, including a fractured skull and broken nose, they were fortunately not life-threatening.
Appearing in Perth’s Magistrates Court via video link, Kemp pleaded guilty to dangerous driving causing death while under the influence of alcohol, a charge that can carry a maximum prison sentence of 20 years. Prosecutors decided to drop a separate charge related to the harm caused to her passenger. CCTV footage presented during court proceedings depicted Kemp’s reckless riding behavior leading up to the tragic collision with Mr. Phan.
In a statement issued by Mr. Phan’s family, he was described as a cherished husband, father, brother, and friend, highlighting the devastating impact of his untimely passing. Kemp’s legal representative, Michael Tudori, mentioned that she expressed relief after confessing to her actions and was eager to receive her sentencing before Christmas. Currently on a working holiday visa in Western Australia, Kemp will remain in custody until the court’s final decision is made
