The Cabinet Office has established a “diversity and outreach committee,” with Mannings serving as its independent chair for a period of five years. Recent analysis conducted by the BBC revealed that only 6% of higher awards were granted to individuals from the north of England, and a mere 4% to those from working-class backgrounds.
In a statement, Mannings emphasized the significance of the honours system as a mechanism for recognizing individual contributions and promoting societal values. She expressed her commitment to ensuring that the system reflects the diversity and richness of society by celebrating excellence from all walks of life. With experience as an independent director for the Co-operative Group and the Land Securities Group, Mannings highlighted the challenges she faced as a senior leader in her own career, particularly the lack of representation of women, people of color, and individuals from working-class backgrounds.
The newly established committee will focus on encouraging a more diverse range of nominations from various regions and segments of society that may currently be underrepresented. It will provide guidance to other honours committees and the government. An examination of the New Year honours list demonstrated that over 60% of recipients of “higher” awards resided in London and the south-east of England, which make up just 27% of the UK population. The committee aims to address specific gaps, such as the absence of knighthoods for rugby league, a sport historically dominated by northern, working-class communities.
Prime Minister Sir Keir Starmer praised the recent acknowledgment of rugby league in the honours system, with the knighting of Billy Boston marking a significant milestone for the sport.
