In a recent communication to Justice Secretary Shabana Mahmood, Sir Martyn Oliver, the chief inspector of Ofsted, revealed that there have been significant issues at Oakhill Secure Training Centre (STC) in Milton Keynes. Since November of the previous year, a total of 33 staff members have either been suspended or dismissed from their positions. Of these, 30 individuals were suspended, with 23 of them facing allegations related to their conduct with children. Additionally, the centre’s director and one of its deputy directors were suspended on 20 July, while another deputy director was subsequently dismissed.
Notably, a joint inspection conducted by Ofsted, HM Inspectorate of Prisons, and the Care Quality Commission from 21 to 25 July highlighted several concerning findings. The official report, which is yet to be released, detailed instances of children residing in unsanitary conditions, a shortage of staff, and inadequate safeguarding measures. Furthermore, it was noted that allegations regarding staff conduct were not appropriately escalated to the human resources department, allowing some employees to continue interacting with children inappropriately. The report also mentioned incidents where physical restraint resulted in unintentional harm to children, unsafe administration of medicines, and instances where visitors brought in allergenic foods without restriction.
Following the inspection’s findings, Sir Martyn invoked the urgent notification process, necessitating a response from the secretary of state within 28 days outlining the steps to improve Oakhill STC. This move comes in response to the significant deficiencies identified during the inspection. The centre had previously been deemed inadequate during an inspection in October 2024, prompting action from G4S, the entity responsible for managing Oakhill. In response to the latest revelations, Youth Justice Minister Sir Nic Dakin expressed shock and emphasized the need for swift action to address the concerns raised by Ofsted and the chief inspector. G4S has appointed an interim director to oversee operations and has committed to collaborating with relevant authorities to develop a comprehensive action plan to address the identified issues and prioritize the safety and welfare of the young individuals in their care
