Berwyn prisoners found using vapes to start fires, report finds

In recent years, HMP Berwyn in Wrexham has experienced a sharp rise in deliberate fires, with inmates using vapes as the primary ignition source, a report has revealed. The report, presented to the North Wales Fire and Rescue Authority, highlighted a 74.1% increase in intentional fires at the Category C men’s prison from 2023-24 to 2024-25. Out of a total of 63 deliberate fires, 47 required intervention from the fire service.

Specifically, the incidents at HMP Berwyn were largely vape-related, with the dismantling of vape devices and utilization of the battery as an ignition source being a common method employed by prisoners. The report emphasized that engagement with the crown inspector for HM Prisons has been ongoing, with collaborative efforts aimed at exploring alternatives to address the issue. However, it noted that a reduction in incidents is unlikely in the near future.

Moreover, the report discussed the broader trends in incidents attended by the North Wales Fire Service, noting a significant increase in the overall number of incidents compared to the three-year average. The cost of living crisis and associated heating costs were highlighted as factors contributing to accidental fires in dwellings, often caused by combustible items placed too close to heat sources. Interestingly, the North Wales Fire Service was the sole service in Wales that experienced a rise in attended incidents during the financial year, reflecting the growing demands on the service.

Looking ahead, addressing the issue of deliberate fires at HMP Berwyn and managing the increasing demands on the North Wales Fire Service will require continued collaboration and strategic interventions to mitigate risks and ensure the safety of individuals in custody and the broader community
