Following recent demonstrations outside The Bell Hotel in Epping, Essex, where asylum seekers have been housed, the Home Office has announced a new policy regarding single adult male asylum seekers who are unwilling to transition from hotels to “suitable alternative accommodation.” The government, which is responsible for providing housing to destitute asylum seekers, has introduced a “Failure to Travel” guidance to address individuals who are allegedly taking advantage of the system.
According to sources within the Home Office, there are hundreds of migrants declining to relocate from hotels to other forms of housing on a weekly basis. This development has prompted calls for a reduction in the use of hotels for asylum accommodation. Ministers have expressed the government’s commitment to phasing out the utilization of hotels for asylum seekers by 2029, with efforts in place to shift individuals to more cost-effective living arrangements.
The use of hotels for asylum accommodation has been on the rise since 2020, reaching a peak of over 50,000 in 2023. As of March 2025, the population of asylum seekers in hotels stood at 32,345. In response to the resistance from some asylum seekers to move to designated accommodations, the Home Office has issued new guidance aimed at establishing consequences for non-compliance. Persistent refusal to relocate could result in eviction and the withdrawal of financial support.
Minister for Border Security and Asylum, Dame Angela Eagle, hailed the updated guidance as a step towards transforming the asylum accommodation system to prevent abuse and ensure fairness while saving taxpayer money.
