Heathrow Airport’s proposal to increase passenger charges has sparked outrage among airlines as they aim to accommodate an additional 10 million passengers annually by 2031. The airport plans to raise passenger charges to an average of £33.26 between 2027-2031, significantly higher than the current average of £28.46 from 2022-2026, a figure disputed by airlines. Virgin Atlantic criticized the move, stating that Heathrow is already the most expensive airport globally, and this proposal highlights the airport’s inability to invest capital wisely.
Heathrow CEO Thomas Woldbye defended the decision, emphasizing the need to enhance international rankings and compete with global hubs through investments. With over 83.9 million passengers passing through its terminals in 2024, Heathrow remains Europe’s busiest airport. The airport recently experienced its busiest May on record, underscoring the need for expansion and infrastructure improvements to accommodate growing passenger numbers. The £10 billion business proposal for 2027-2031 aims to increase passenger capacity by 12%, equivalent to an additional 10 million travelers annually.
The plan includes the creation of new space within existing terminals, equivalent to 10 football pitches, for the development of lounges, restaurants, and shops. Better security and baggage handling, plus the demolition of the previous Terminal 1 building, extension of Terminal 2, and the construction of a new southern access road tunnel, are part of the project. However, airlines like IAG, which owns major carriers like British Airways, Iberia, and Aer Lingus, have raised concerns over the proposed 25% increase in charges, labeling it as excessive, especially given Heathrow’s current status as the world’s most expensive airport. Airlines and consumers are expected to bear the brunt of the investment costs, prompting calls for an urgent review of Heathrow’s economic regulatory model
