UK to return some small boat migrants to France within weeks – PM

In a new initiative to tackle illegal migration, the UK announced that it would start returning migrants arriving via small boats to France through a pilot scheme, as revealed by Sir Keir Starmer. This new “one in, one out” arrangement would involve sending some arrivals back to France, with the UK accepting a corresponding number of asylum seekers, pending security checks. The aim is to dissuade attempts to cross the English Channel using small boats, as stated by the Prime Minister during a press briefing with French President Emmanuel Macron at the conclusion of a three-day state visit.

The plan, which the Prime Minister described as “ground-breaking,” is intended to disrupt the operations of people smugglers. If successful, the scheme will be escalated. Since 2018, over 170,000 individuals have arrived in the UK via small boats, with record numbers seen in the first six months of 2025 totaling nearly 20,000. Macron asserted that the initiative would go beyond mere returns to have a deterrent effect on future migration attempts.

The details of the small boats deal, including the criteria for determining who would be sent back to France, remain somewhat murky, although it is anticipated that the pilot program will focus on adults initially. Those residing in France but seeking asylum in the UK would be able to indicate their interest in applying through an online platform. Priority would be given to individuals from countries frequently targeted by smugglers, as well as those with connections to the UK.

In addition to the returns pilot, measures will be implemented to crackdown on illegal working to eliminate the job opportunities promised to migrants by traffickers, stated Sir Keir. The UK government plans to target hotspots for illegal employment, such as delivery riders. Macron highlighted the need for joint action in the countries of origin and transit to address the root causes of migration
