Liverpool City Council is reaching out to the community, creatives, organizations, and cultural partners to participate in the public consultation for its new draft Cultural Strategy 2025–2030, Culture Makes Liverpool. The strategy presents the council’s unified vision for how culture can shape, inspire, and fortify Liverpool in the coming five years. Evolving from the 2020 strategy, it incorporates lessons learned during the pandemic and addresses the shifting social, economic, and environmental landscape of the city.

Outlined in the strategy are four main priorities: culture strengthening our communities, culture celebrating our place, culture supporting our people, and culture growing our economy. It is further bolstered by three fundamental principles: collaboration & resilience, equality & inclusivity, and environmental sustainability. Liverpool City Council is specifically eager to hear from underrepresented voices and communities that are keen on contributing to shaping a more inclusive cultural future for Liverpool.

Liverpool City Council’s Cabinet Member for Health, Wellbeing, and Culture, Councillor Harry Doyle, emphasized the significance of the Cultural Strategy as a call to action for all culture enthusiasts in the city. It serves as a manifesto of ambition for cultural leaders and a succinct overview of priorities for funders. The strategy highlights the positive influence of culture and creativity on education, skills, health, well-being, tourism, innovation, and the broader economy. Claire McColgan CBE, Director of Culture Liverpool, expressed that culture defines Liverpool, turning lives around, portraying humanity, and serving as the city’s global identity. She emphasized how culture has been instrumental in the city’s rejuvenation, fueling the visitor economy, attracting students, building the international brand, and fostering the growth of creative industries
