Liverpool City Council has been recognized for making significant improvements by the Government after the independently-led Improvement and Assurance Board concluded its oversight. This board, consisting of independent advisors, elected members, and senior officers at Liverpool City Council, was established to monitor ongoing improvements within the local authority following the end of Government intervention and the withdrawal of Commissioners in June 2024. The progression in the improvement process at Liverpool City Council has advanced to the point where these arrangements have been successfully concluded.
Mike Cunningham CBE QPM, the Independent Chair, has submitted the final report to the Minister for Housing, Communities, and Local Government, Jim McMahon MP. The report highlights various key points indicating progress, such as a focus on leadership to ensure continuous improvement, robust governance and decision-making processes, effective financial management, and improvements in staff confidence, particularly in services like Children’s Services, City Development, and tackling housing and homelessness issues.
The Board acknowledges the Council’s deep commitment to continuous improvement and the establishment of an organizational culture that challenges operations, adopts modern work practices, and eliminates waste and inefficiency. An independent Corporate Peer Challenge recognized the progress made, with plans for further reviews and inspections in the coming years. To oversee whole Council improvement, a proposal to establish a formal Improvement Committee comprised of senior Cabinet members and officers has been welcomed by the Board, ensuring the council’s trajectory is well set and understood across the organization.
