Businesses to be balloted on tourism levy

Liverpool city centre’s hospitality businesses are facing a pivotal decision as they prepare to vote on implementing a new tourism-based levy. The Liverpool Business Improvement Company formally requested a levy alteration ballot for the Accommodation BID, which has been reviewed by the Liverpool City Council and found to meet all legal requirements.

The ballot is scheduled to take place over the four weeks leading up to and including the day of the vote on Thursday, April 24, 2025. All businesses covered by the amended levy (if approved) will have the opportunity to participate in the ballot and will receive their ballot papers shortly. The proposed alteration would shift the current BID levy structure from being based on rateable value to a £2 nightly levy per occupied hotel room or serviced accommodation unit.

If the amendment is approved in the ballot, the levy would apply to any hotel or serviced accommodation with a rateable value of £45,000 or more. The Council will oversee the ballot in compliance with legal standards and has enlisted Civica Electoral Services (CES) to manage it on their behalf. Votes must be returned to CES by 5 p.m. on Thursday, April 24, 2025, indicating the importance of timely participation in this crucial decision-making process.
