Liverpool’s road and street infrastructure has undergone a transformation thanks to a multi-million pound programme, which is now close to completion. The first phase, dubbed the Highways Investment Programme (HIP1), wrapped up in November 2023, while the second phase (HIP2) began in September 2023 and is set to conclude this summer. Environmental sustainability has been a top priority throughout the project, with over 3,000 tonnes of materials recycled and 68 tonnes of CO2 emissions reduced.
A significant investment of £11 million in HIP2 underscores Liverpool City Council’s dedication to providing a safe and efficient transportation network for its residents. The project has not only bolstered the city’s transport infrastructure but also brought economic benefits, including more than £1 million injected into local small businesses and over £2 million spent with local suppliers. Furthermore, the initiative has opened up job opportunities, with 19 long-term unemployed individuals finding work and 163 weeks of apprenticeships supported.
Improvements have been widespread, with over 100,000 square meters of new road surfaces laid in Liverpool, creating smoother journeys for commuters. Safer pavements have been crafted by fixing flags and curbs, adding new drop curbs, and enhancing drainage. Additionally, more than 100 new tactile crossings have been installed to facilitate safe street crossings for pedestrians. In north Liverpool, projects like the installation of a new drainage system at Priory Road in Anfield and works in Fazakerley West demonstrate the comprehensive nature of the programme.
South Liverpool has also benefitted, with enhancements made to roads in Speke West, Alder Wood Avenue, and Alderfield Drive, among others. Notable upgrades include those in the iconic Georgian Quarter, such as Blackburne Place, where sustainable construction practices were employed to reduce carbon emissions and support the city’s transition to a net-zero future.
