Liverpool City Council and its partner agencies are collaborating to introduce a new approach to assisting families in recovery from drug and alcohol addiction while undergoing specialized care. The Family Drug and Alcohol Court (FDAC) offers a unique alternative by providing parents with tailored support to address the underlying causes of substance abuse, promoting a healthier and more stable future. Set to launch in April 2025, Liverpool is preparing to establish its own FDAC service at the Liverpool Civil and Family Court.
Working in tandem with partner agencies, including CAFCASS, the Council’s Children’s and Public Health teams are developing a dedicated group of professionals under the guidance of HHJ Parker, the Designated Family Judge for Cheshire and Merseyside. This specialized team will focus on substance use, mental health, domestic abuse, and child protection, ensuring comprehensive support for families in need of specialized care. Parents will be equipped with assistance to abstain from drugs and alcohol while receiving guidance on addressing underlying issues.
With a surge of 55% in care applications from January to July 2024, the Council has noticed a significant increase in cases. Nationally, parental drug and alcohol use is implicated in two-thirds of care applications, often leading to child neglect and abuse. The implementation of FDAC is aimed at mitigating these challenges by providing timely support to families, with the ultimate goal of reducing the number of children entering care. Evidence from national research showcases the effectiveness of FDACs, with higher rates of reunification and long-term abstinence for parents involved in the program.
Councillor Liz Parsons, Cabinet Member for Children and Young People’s Services, emphasized the importance of prioritizing children’s well-being by introducing the Family Drug and Alcohol Court model in Liverpool. This innovative approach aims to address the root causes of substance misuse, offering families the opportunity to overcome challenges and thrive together. By focusing on family needs and providing comprehensive support, the Council aspires to foster a more stable and nurturing environment for families in the community
