The atmosphere felt oddly familiar – the build-up music, the stage, the banners, and the choreography all pointed towards an election manifesto launch. Despite the event looking like a manifesto launch and even having a document on each chair resembling a manifesto, the general election had been five months ago and the time for new manifestos had passed. So what was the purpose of this event?
In fact, this was the Prime Minister using the power of the government to attract his audience to Pinewood Studios in Buckinghamshire. The big space where the event was happening was intended to project big ambition as the government set out the key things they want to focus on and be judged on. The Prime Minister is setting out six measurable “milestones” – key priorities in key areas that he hopes to deliver before the next general election no later than 2029. Although the audience included cabinet members, plenty of Labour supporters, and a few dozen reporters, there were moments of ambiguity, particularly on the topic of secure borders.
One other thing worth mentioning is the Prime Minister’s criticism of the civil service. Unlike Tony Blair, who took two years in office before he expressed his dissatisfaction with changing the public sector, Sir Keir managed to do it in just five months. However, some critics have accused the speech of screaming “relaunch,” despite it being in the works for months as a long-planned junction for the government to set out its next agenda. The government is very aware that it needs to wrest back the agenda and look like it is in control after a bumpy start.
Jonathan Ashworth, a friend of the Prime Minister and the Chief Executive of Labour Together, stressed the importance of government explaining what they are doing. This speech mimicked a manifesto launch because the government needed to demonstrate they are in control and trying to make progress towards their goals. Nevertheless, it remains to be seen whether the government can achieve these goals and maintain their control
