Ukrainian President Volodymyr Zelensky has visited Downing Street to seek further European support for his country’s war effort against Russia. Prime Minister Sir Keir Starmer pledged his “continued commitment and support” for Ukraine during their meeting and the Nato military alliance’s new head, Mark Rutte, also attended the talks. Zelensky said he would discuss details of his country’s “victory plan” and expressed gratitude to the UK for its support.
The UK has provided £12.8bn in military and other aid since Russia’s full-scale invasion in February 2022, while over 200,000 Ukrainian refugees have temporarily settled in the country. Since taking office, Sir Keir has continued the Conservative government’s policy of offering strong financial and diplomatic support to Ukraine’s war effort.
Zelensky has been seeking to garner renewed support for his war efforts in recent weeks, particularly amid the possibility of Donald Trump winning the US presidential election in November. Zelensky is keenly aware that if Trump returns to the White House, US support for Ukraine might cool, leaving it increasingly reliant on allies such as the UK.
Zelensky is seeking permission to use British-supplied missiles on Russian territory to target Russian military logistic targets, but the US also needs to give permission for the missiles to be used inside Russia. Ukraine had hoped the delay of a planned summit bringing its biggest military backers together this week in Ramstein, Germany, due to Hurricane Milton, might yield movement on the use of long-range missiles.
Russia has made modest gains on the battlefield in recent weeks, although a decisive breakthrough from either side remains elusive. Zelensky will head to France and Italy to continue his European diplomatic tour after the Downing Street talks
