Ukraine war: UK sanctions Russian troops over chemical weapons use


Russia’s Radiological Chemical and Biological Defence troops and their commander Lt Gen Igor Kirillov have been sanctioned by the UK for allegedly using chemical weapons on the battlefield in Ukraine. The move, which includes an assets freeze and travel ban, also targets two scientific laboratories of Russia’s defence ministry. Kirillov has been described by the UK Foreign Office as a “significant mouthpiece for Kremlin disinformation”.

The US has previously accused Russian forces of using tear gas and chloropicrin, a toxic chemical agent, in Ukraine. Chloropicrin was first deployed as a weapon during World War One. Its use in war contravenes the Chemical Weapons Convention (CWC).

The UK is providing Ukraine with equipment and training to protect against chemical weapons. Foreign Secretary David Lammy condemned Russia’s “flagrant” use of chemical agents as “cruel and inhumane”. He pledged to use all available powers to combat Russia’s “malign activity”. Defence Secretary John Healey insisted that the UK would enforce international law with consequences for “Putin and his regime”.

In May 2021, the US accused Russia of “method of warfare” violations of international laws by deploying chemical weapons in Ukraine. The allegations, including the use of chloropicrin, were strenuously rejected by the Kremlin
