A growing number of UK residents are discovering issues with poorly installed external wall insulation, which is causing black mould, mushrooms and dry rot to consume their homes. One resident in Luton, Tormuja Khatun, had insulation added to her home under the government’s ECO 4 scheme in November 2022 and has since discovered that the installation was not up to standard, leaving her with a repair bill that could exceed £100,000. Khatun’s case is not unique, with hundreds of thousands of UK homes potentially having poorly installed insulation.
The ECO 4 scheme was designed to help lower-income households in the UK reduce their energy bills and make their homes warmer. Companies that carry out work under government schemes must be registered with Trustmark, if anyone has concerns about their insulation, they are urged to engage with Trustmark. However, some residents claim they have no guarantee that the companies responsible will actually cover the cost of repairs, leaving them with an increasingly dire situation.
MPs and organisations like Citizens Advice are calling for the government to regulate the sector more effectively. Citizens Advice has said that “rogue traders” are damaging trust in the sector and that the regulation is “basically not fit for purpose.” Imran Hussain, the MP for Bradford East, is among those calling for the government to investigate the extent of the problem.
Trustmark-registered Saviour Energy Solutions carried out the work on Khatun’s home, but the family does not trust the company to carry out the repairs, causing further delays in the process. Trustmark’s chief executive, Simon Ayers, is aware of the situation and has said that they urge customers to follow their disputes process if they have issues. Scheme Provider NAPIT is carrying out a review to ensure that Saviour Energy meets Trustmark’s standards. A spokesperson for the Department for Energy Security and Net Zero advised anyone with concerns to engage with Trustmark who must ensure all measures are safe, effective and promptly rectified
