A police sergeant who had been appointed to champion ethics has been fired by Thames Valley Police after an investigation concluded that he had repeatedly wolf-whistled at women while on duty. James Endean had worked for the police force for over 22 years and had been a sergeant since 2009. A hearing took place on 28th June 2023, which found that Mr. Endean also bullied his colleagues and made inappropriate comments regarding his penis and sexual abilities.
Mr. Endean was appointed as an ethics champion in January 2022. However, his colleagues reported that he “rated” women’s attractiveness whilst on patrol and had told them that some women were “asking for it”. The police sergeant also reportedly told his colleagues that his fingers “should be on Britain’s Got Talent”.
The investigation found that Mr. Endean had abused his position as a sergeant and that his behavior had created an environment that was “hostile, offensive and degrading”, particularly towards his female colleagues. The wolf-whistling was also found to have been loud enough to be heard by members of the public.
After a range of allegations were made against him in March 2023, Mr. Endean was moved from Reading to Bracknell and Wokingham where he worked in a supervisory capacity. His comments regarding sex were considered “unwanted and grossly inappropriate” and caused a significant impact for his colleagues and conduct that continued even after a reflective practice meeting. The hearing found that his behavior was “intentional, deliberate, and targeted”. There are no reports of any legal action being taken against Mr. Endean
