An investigation into the state of care homes in England has found that nearly one-in-five are “requiring improvement” or “inadequate”. The BBC’s England Data Journalism Unit analysed data from the Care Quality Commission (CQC), and found that more than 2,500 care homes across England currently require improvement. While the number of inadequate homes has dropped from 2022 and 2023, 194 care homes are still rated as inadequate. The report detailed the story of Winifred Tubb, who suffered 32 falls within 11 months of moving to St Luke’s in Runcorn. Her daughter, Kylie Gobin, lodged a “begging email” to social services when she realised “urgent improvements” were needed to protect her mother.

The investigation also uncovered a number of other harrowing stories, including claims of broken bones from falls, residents being left in unsanitary conditions, poorly trained staff, and medication
