An investigation by the BBC has revealed serious shortcomings in the supervision of violent and sex offenders in the Probation Service. During the six weeks in which a Panorama reporter was secretly filming undercover, two convicted criminals fled from a probation hostel in Kent. Figures obtained by the broadcaster indicate that on average offenders on probation have been charged with two murders and three sexual assaults every week in England and Wales.
Fleming House in Maidstone, where the reporter worked, is one of approximately 100 approved premises accommodating nearly 2,000 criminals considered too dangerous for release straight back into society. Living in the hostels for around three months after release from prison, the residents include murders, paedophiles and rapists.
