Liverpool City Council has chosen Inner Circle Consulting (ICC) as its Strategic Transformation Partner to continue its Adult Social Care transformation program. ICC will also provide ongoing support for the council’s wider change program at a critical juncture as Liverpool’s commissioners hand back all of the city’s powers and switch to an oversight brief, and the council enters a key phase of its turnaround journey. The council is currently creating and executing its first multi-year Medium Term Financial Plan in some time. In Fall 2022, the council started a transformation program that was phased to acknowledge both the requirements (savings and improvements) and the organization’s maturity to stabilize, establish as a core city comparator, and then move to “leading authority.”
Anne Marie Lubanski, Deputy Chief Executive of Liverpool City Council and Director of Adult Social Care, praised ICC for being “a pivotal part of our wider team” by assisting the council in defining its change plans. She noted, “We take great heart from knowing that we have the right partner on board.” ICC’s Director Olly Swann expressed delight in assisting LCC in the subsequent stage of its transformation journey and emphasized the importance of being an agile and responsive partner, citing the ability to demonstrate such meticulousness in previous collaborative work.
Swann also noted ICC’s commitment to establishing a new type of consultancy that establishes a symbiotic, regenerative relationship with local government and builds up the relevance and viability of the public sector in a world marked by disparities and insufficiencies in public response. Finally, LCC’s improvement journey now requires the support of ICC as Liverpool needs a partner to help spearhead its ambitious transformation goals, improving its Adult Social Care systems and beyond
