Liverpool City Council’s Lead Commissioner, Mike Cunningham, has announced that their final report has recommended the end of Commissioner-led intervention in June. The report suggests a Statutory Assurance and Improvement Board should take the reins, following successes over the last 18 months. The recommendations were made after much consideration with the need to balance the progression made by the Council against the necessity to confirm its improvement trajectory was stable.
The Commissioner-led intervention has brought about significant improvements to the Council, resulting in more leadership, resilience and better resources. The report, however, revealed that each aspect of the intervention improved at varying rates, and that some parts of the organization require additional time to meet their Best Value Duty. The report highlighted concerns that the improvement program had some potential risks that needed consideration. As such, the Commissioners and Council Leader agreed that the proposal moving forward required ongoing support after the planned end for this intervention.
The suggested Statutory Assurance and Improvement Board would offer oversight to ensure continued improvements within the Council. The Commissioners are confident that the Council has made positive strides and has the potential to keep advancing with the assurance and support outlined in the report. This move is a critical stage in the Liverpool City Council’s progression. It is hoped that the change will push the Council’s development toward the government’s Anderton agenda, where the government expects performance to be excellent across all areas, services and functions that impact Liverpool’s citizens
