Liverpool City Council is opening up applications for up to £50,000 in funding for third-party organisations to provide support to domestic abuse victims in need of housing. The Department of Levelling Up, Housing and Communities has provided guidance on how to invest Part 4 of the Domestic Abuse Act 2021, which is the new duties funding. This funding is specifically targeted towards supporting victims who require safe accommodation. Some support will be provided on-site at refuges, while other support will be offered through support staff visiting victims in their homes. The total budget available for the programme is £250,000.

To apply organisations must fulfill specific criteria. They must be non-profit organisations based and operating within Liverpool, have past experience providing domestic abuse support, and have every relevant policy, procedure, and insurance in place to run the activities proposed. The organisation must follow legal duties set forth by trustees and directors and have an active business bank account in the organisation’s current name. The application deadline is 5 pm on 26th April 2024.

While applying, organisations must answer no to any plans to use funding to promote political parties or religious beliefs. If they meet the criteria, they can submit an application. Information required includes the proposed budget for the project and any other expected sources of funding and income, full details of the project to deliver, project outcomes, experience and skills, equality and inclusion, assessment and reporting, social value, and carbon footprint. The programme must be for silver-risk assessed (MeRIT) victim survivors.

The applications will be reviewed thoroughly, and every due diligence will be carried out, as outlined in the guidance and scoring document. Unsuccessful applicants will not have the right to appeal. If an organisation has a query that is not included in the Grant Specification Document, they can email domesticabuse@liverpool.gov.uk for further information.
