Liverpool City Council is being advised to start planning for the purchase of renewable energy from 2026, in order to secure the most competitive deal. The council currently has a contract with Crown Commercial Services for gas and electricity until March 2025. The organisation recommends that the deal is also rolled over for a further year. Following Cabinet approval of a proposal on Tuesday 20th February, the council will be permitted to search the market for best value and lowest risk offered by Public Buying Organisations (PBOs). The PBOs have collective purchasing power and can secure favourable rates.

The procurement will consider the options for greener electricity in order to reduce carbon dioxide, which will play a key role in the Liverpool City Council’s plan to achieve Net Zero by 2030. The contract also extends to schools in Liverpool that have signed up to be part of the council’s contract, as well as Mersey Fire and Rescue Service buildings.

Council Members have welcomed this approach to renewing their energy contracts, including Deputy Council Leader and Cabinet Member for Finance and Resources, Councillor Ruth Bennett who said, “This forward planning is all part of the Council’s improvement journey, making sure we give ourselves the time and space to make considered decisions, so we get the best value for residents and partners.” Councillor Nick Small, Cabinet Member for Growth and Economy, also welcomed the initiative, stating that, “Reducing energy consumption in our buildings and securing power from renewable sources is key to the Council achieving Net Zero by 2030, helping tackle the climate emergency.”
