Liverpool City Council is set to overhaul School Improvement Liverpool (SIL), amidst a wider review of its council-owned companies. The decision comes following a recommendation from Max Caller, published in his ‘Best Value’ inspection report in March 2021. SIL will retain its role in offering non-statutory support to schools under its current ‘traded services’ model and DFE grant funded support to schools specific to SIL.

However, all statutory services currently provided by SIL will be brought under the council’s control, ensuring greater alignment with the council’s priorities. Work will commence shortly regarding the best way to distribute relevant functions and formulate a future delivery model. The council’s contract with SIL has been extended until August 2025 to allow sufficient time for the agreed changes to be made.

A key factor in the decision to undergo such widespread changes was to increase efficiency and cost-effectiveness, with the hope of providing a better service to schools. As the work progresses, staff will be kept regularly updated, ensuring a smooth transition towards the new delivery model. These changes to SIL are part of the council’s commitment to offering the highest quality services whilst balancing the needs of all stakeholders
